To achieve this purpose, on 28 August 1949, the Government of India constituted a Committee for the Welfare of Personnel from the Indian Armed Forces.
On Armed Forces Flag Day, a recommendation was given by the Committee to celebrate 7 December as the day itself marks the anniversary of an attack on Karachi port of the Indian Navy during Indo-Pakistani War-1971. Since its inception, the day has been celebrated each year where collections are made from Indian nationals for the welfare of army personnel.
