Boosting participation in Bihar elections: CEO addresses biggest challenge of low voter turnout

Bihar’s Chief Electoral Officer H.R. Srinivasa has identified the low voter turnout as the biggest challenge in the state. With Bihar recording the lowest polling percentage after Jammu and Kashmir in the 2019 Lok Sabha elections, efforts are being made to increase voter participation.

Srinivasa stated, “We are making efforts to increase voter turnout in the state. We have already launched many campaigns to encourage voters’ engagement and participation in the Lok Sabha elections.” He emphasized the need for people to exercise their voting rights in maximum numbers.

The CEO also highlighted the importance of getting eligible individuals enrolled in the electoral roll, especially first-time voters in the 18-19 age group. He noted that a significant number of young voters have registered, with the 30-39 age group having the highest representation.

Regarding the enforcement of the Model Code of Conduct (MCC), Srinivasa mentioned the removal of political posters and banners from public spaces within 72 hours. He emphasized that political parties must seek permission for advertisements and campaigns, with immediate transfers for officers stationed at one place for more than three years.

To address MCC violations, people can report through the ‘cVIGIL’ app. Srinivasa assured prompt action, stating, “Once a complaint is registered, within 25 minutes, our flying squad will reach the spot to check the violation.” The process of identifying sensitive and super-sensitive polling stations in the state is ongoing.

As Bihar prepares for the upcoming elections, the focus remains on increasing voter turnout and ensuring adherence to electoral guidelines. Srinivasa’s proactive approach underscores the commitment to conducting free and fair elections in the state.
