On December 18, 1990, the United Nations General Assembly (UNGA) adopted an international convention on the protection of the rights of all migrant workers and their families. On 4 December 2000, UNGA recognized the increasing number of refugees in the world and declared 18 December as International Migrants Day.

In October 2013, UN member states unanimously adopted a declaration recognizing the contribution of migration to development during the High-Level Dialogue on International Migration and Development.
