NHRC notices Delhi chief secy after toddler mauled to death by stray dogs
New Delhi, Feb 27 (IANS) Days after a two-year-old girl died in a stray dog attack in Tughlaq Lane, NHRC issued notices to Delhi officials. Residents had complained about increasing stray dog attacks on children, but no action was taken.
NHRC called for action taken reports from Delhi Chief Secretary, NDMC Commissioner, and Police Commissioner within six weeks. They stated that if media reports are true, it is a serious human rights violation. Previous incidents had prompted authorities to control the stray dog population.
Officials emphasized the need for preventive measures as per Animal Birth Control (Dogs) Rules, 2001. NHRC issued notices to Delhi government, NDMC Commissioner, and Police Commissioner for detailed reports. They also inquired about relief for the deceased’s family and the status of the investigation.
NHRC highlighted the importance of protecting both animal and human rights. They stressed the urgency of the situation and called for immediate action by authorities nationwide. The Commission referenced the Apex Court’s stance on protecting the rights to life and health, emphasizing the need to safeguard human rights in such cases.
