HRIDAY Scheme: The Ministry of Housing and Urban Affairs announced the National Heritage City Development and Augmentation Yojana, an HRIDAY scheme, on January 21, 2015. HRIDAY programme was created to conserve and revitalise the nation’s rich cultural heritage. The HRIDAY scheme intends to promote historical preservation, urban planning, and wealth creation in historic cities. Connectivity, safety, security, employment, hygiene, and speedier provision of services are all priorities under the Heritage Conservation City Development and Augmentation Yojana.

HRIDAY Scheme: About and Significance

The goal of HRIDAY programme was to conserve and rejuvenate India’s heritage cities to represent their unique identity. It also promotes heritage cities to create a visually appealing, accessible, educational, and safe place.

HRIDAY focuses on the Ministry of Housing and Urban Affairs developing essential heritage facilities for areas surrounding historic monuments that have been authorized after being identified by the Department of Culture. HRIDAY program’s key priority sectors are the high capacity such as access road, drainage, sidewalks, electrical cables, planting, sewage, street lamps, water system, waste disposal, and linked citizen amenities such as visitor comforts, security, and so on.

HRIDAY celebrated its fourth anniversary in January 2019 and also has a capital outlay of Rs.685758 cr. The original budget for the project was Rs 500 cr. Projects at around Rs 422 crore have indeed been authorized, with major projects of Rs 140.14 crores executed.

HRIDAY Scheme: Objectives

The official HRIDAY Program declaration describes the main quantitative aims for heritage urban regeneration:

• Designing, constructing and executing infrastructure, particularly the delivery of services and infrastructure building in historic city centre districts while keeping cultural sensitivity in mind.
• Preserve and restore heritage so that visitors may engage with the particular nature of each historic city.
• Create a city-wide legacy asset that documents constructed, economic, living, and nature reserves as a foundation for urban planning, development, service development, and execution.
• Improvement of basic services with an emphasis on cleanliness, such as public restrooms and water faucets, safety, such as street lamps, and tourism attractions.
• Create links between cultural sites and tourists, as well as historical heritage & building capacity for heritage-based local companies.
