Cabinet extends Rs 4,100 cr Central scheme for 5 years to help states check floods

New Delhi, Feb 21 (IANS) – The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the proposal for the continuation of the Centrally-sponsored scheme for ‘Flood Management and Border Areas Programme’ (FMBAP) with a total outlay of Rs 4,100 crore for a period of five years from 2021-22 to 2025-26.

The scheme under the Department of Water Resources has two components: The Flood Management Programme (FMP) and the River Management and Border Areas (RMBA) component. Under the FMP component, Central assistance will be provided to state governments for critical works related to flood control, anti-erosion, and drainage development. The RMBA component will focus on flood control and anti-erosion works on common border rivers with neighboring countries.

The funding pattern for the FMP component will be 90 per cent from the Centre and 10 per cent from the state for special category states, and 60 per cent from the Centre and 40 per cent from the state for general/non-special category states. On the other hand, the RMBA component will receive 100 per cent Central assistance for its activities.

While the primary responsibility of flood management rests with the state governments, the Union government has decided that it is desirable to supplement the efforts of the states. This decision comes as a way to further support the state governments in their efforts to manage floods and erosion.

The approval of the continuation of the FMBAP scheme reflects the government’s commitment to addressing the challenges of flood management and erosion in the country. With an outlay of Rs 4,100 crore for a period of five years, the scheme is expected to have a significant impact on the overall efforts to mitigate the impact of floods in various regions across the country.
