The Lok Sabha on Monday approved the National Capital Territory Governance Amendment Bill 20. In which some roles and rights of the Lieutenant Governor of Delhi (Delhi LG) are defined. Minister of State for Home Affairs Kishan Reddy responded to the discussion on the Bill in the lower house.

Minister of State for Home Affairs Kishan Reddy said that as per the constitution Delhi is a union territory with limited powers consisting of Legislative Assembly, the Supreme Court has said in its judgment that it is a union territory. All amendments conform to the decision of the court. He said that this bill has been brought for certain clarifications. Which will benefit the people of Delhi and bring transparency.

‘Bill not brought from the political point of view’

He said that it was not brought from a political point of view and for technical reasons. So that there is no confusion. Following the Minister’s reply, the Lok Sabha approved the Administration Amendment Bill 2021 from the National Capital State by voice vote.

The Minister of State for Home Affairs said that till December 2013, Delhi’s rule ran smoothly and all matters were resolved through negotiations, but in the last few years, subjects had to go to the High Court, Supreme Court. Because there was no clarity on some rights.

‘Need some clarification on some topics’

The Minister of State for Home said that the Supreme Court in its judgment said that it is mandatory to inform the Lieutenant Governor about the decision, agenda of the Council of Ministers. He said that some topics need some clarification. In the absence of these, the people of Delhi are being affected. Delhi’s development is also being affected. It is necessary that administrative clarifications be abolished, so that the people of Delhi can get better administration.

In this regard, a sub-section will be added to section 21, stating that the Bill also proposes to ensure that the Lieutenant Governor is required to exercise the power entrusted under clause four of Article 239-A of the Constitution. The opportunity can be given in the selected category in cases.
