SC education leader wants more summer school money

COLUMBIA, S.C. (AP) — South Carolina’s top education official wanted $115 million for summer school programs to get some of the state’s most vulnerable students back on track after missing at least 10 weeks of in-person classes because of the coronavirus.

But Accelerate SC, the state’s special reopening committee, only recommended about 10% of that from the $1.9 billion of COVID-19 relief the federal government is giving the state.

So state Education Superintendent Molly Spearman is cutting her ambitious plans while also planning to go above their heads to the governor and ultimately the General Assembly to see if they will set aside more money before voting on the final plan to spend the pandemic money next month.

The questions over education spending simmered Monday as the South Carolina Department of Health and Environmental Control announced 90 new coronavirus cases and five additional deaths. South Carolina has recorded 440 confirmed deaths and more than 10,000 confirmed infections.

The current funding is enough to provide one week of summer school to help special education students and younger elementary students struggling to read, education officials said.

At a special meeting Thursday of educators making plans to reopen public schools in the fall, Spearman called her discussions with Accelerate SC members a “classic chicken or the egg” problem. They asked her how many students she wanted in summer school. She said that was impossible without knowing how much money she would have to spend.

Spearman’s group also discussed other fall plans. She would like to get a full-time nurse in every school, saying in the new COVID-19 world, it is just as important as having a police officer. Officials are trying to determine how many more nurses would have to be hired, estimating to cost at up to $15 million.

Other committee members recommended a mental health team of counselors, teachers, administrators and outside therapists to check on students who might have had difficulties during the school shutdown.

“The main challenge in reopening for summer programs is the same we’re going to have in the fall and that is parents, students and staff feeling it’s safe to come back to school,” said Alan Walters, state School Board member who is also Executive Director of Safety and Risk Management for the Georgetown County School District.

The committee also heard a presentation from a focus group of teachers arranged by the state Education Department.

They said safety was their first priority, followed by getting their students caught up. They all wanted fewer standardized tests next school year to increase instruction time and prevent unfair comparisons after the pandemic chaos.

The focus group also were skeptical about proposals to have smaller groups of children in classrooms while the rest of the class learns online, rotating the groups either daily or weekly.

Amit Shah Viral Video: Delhi Police Special Cell Lodged An FIR Over Doctored Clips On Reservation Issue

The Delhi Police Special Cell filed an FIR on Sunday after receiving a written complaint from Home Minister Amit Shah stating that a doctored article featuring him regarding the reservation issue is being circulated on social media platforms like Facebook and Twitter.

The Delhi police have registered the FIR under sections 153, 153A, 465, 469, 171G, and 66C of the IT Act, and arrests are expected to take place nationwide.

The Ministry of Home Affairs stated in a written complaint that it has discovered doctored videos circulated by Facebook and Twitter users. The complaint also mentioned that a report containing details of links and social media handles, which are the sources of these videos, was attached. The case is being investigated by the Intelligence Fusion and Strategic Operations (IFSO) of the Delhi Police Special Cell.

Amit Shah, during a public meeting on April 23 at the Vijaya Sankalp Sabha in Telangana, stated that the BJP will repeal the unconstitutional Muslim reservation when it comes to power in Telangana.

“I want to say this: if the BJP forms a government, then this unconstitutional Muslim reservation will be abolished. These rights belong to SC, ST, and OBC, and they will be given to them by abolishing Muslim reservation.”

BJP spokesperson Amit Malviya alleged that the Congress is spreading the doctored video, which has the potential to cause widespread violence in the country. Mr. Shah had talked about whether the unconstitutional reservation on the basis of religion would reduce the share of the SCs/STs and OBCs.

Despite a media blitzkrieg by the Election Commission the low voter turnout has become a big talking point in the ongoing multiphase 2024 Lok Sabha elections with the political pundits splitting the semantic hair as to which party is going to gain and which party will lose from this phenomenon.

As per the data released by the Election Commission the second phase of elections in Uttar Pradesh on which voting was conducted in eight parliamentary constituencies the voter turnout was 54.85% which was 7% less than the 62% voting witnessed for the same seats in 2019.

Mathura saw a massive 12% drop from 61.03% in 2019 elections and the voter turnout was 49.29%. Voter turnout was 49.65% representing a drop of % from 55.83% in 2019. Amroha recorded a voter turnout of 64.02% polling, 58.70% in Meerut, 56.62% in Aligarh, 55.97% in Baghpat, 55.79% in Bulandshahr and 53 % in Gautam Buddh Nagar. The first phase of the polling in UP which happened on April 19 saw a voter turnout of 60.25%, as compared to 66.50% voting recorded in 2019.

The low voter turnout has pulled out the political parties from their stupor and booth level workers have been mobilized to get maximum votes polled at the respective booths. The EC has also directed all the electoral returning officers to motivate voters to exercise their franchise. However it seems the voters are not very keen to exercise their franchise rights.

There are many reasons for this lack of empathy among the voters which include the absence of emotive issues among the voters, harvest season in the rural areas, increasing temperatures and also disenchantment among grass roots party workers who are the driving force who motivate the voters to come out and vote in large numbers.

However the low voter turnout has started a slug fest between the political parties with each claiming that it is winning in the elections. The Uttar Pradesh Jal Shakti minister Swatantra Dev Singh and minister of state for cooperation JPS Rathore have proclaimed that voting trends are in favor of BJP.

Samajwadi Party chief Akhilesh Yadav in a post on X, talked about the strange trend but also declared that the voter has voted for the INDIA bloc in large numbers and the votes for BJP has steadily gone down. Uttar Pradesh Congress in-charge Avinash Pande said the voters are excited and it is a vote for a change and the INDIA candidates are winning by a big margin. Rashtriya Lok Dal, a component of NDA  chief Jayant Chaudhary, said that the alliance will win 80 seats in UP.
