The legislation was proposed by U.S. Senators Pat Toomey, R-Pa., and Joe Donnelly, D-Ind., in recognition of the fact that soldiers did not elect to go to war, on the anniversary of the withdrawal of military components from South Vietnam. A law honoring all Americans who fought during the Vietnam War, irrespective of where they served, was signed by President Donald Trump on March 29 and is now in effect.
