Delhi High Court sends notice to French journalist on OCI activity permission denial plea

The Delhi High Court issues a notice on French journalist Vanessa Dougnac’s plea against the denial of permission for journalistic activities in India. The court has directed the Union government to respond within a week. The matter is listed for hearing on March 12, citing urgency due to its implications on an OCI card holder’s rights.

Dougnac challenges the order by FRRO rejecting her application for OCI activity permission for journalistic activities in India. She seeks a directive to restore her permission and review the decision with applicable laws and principles of natural justice. The Centre’s order is alleged to be passed summarily, without due consideration and violating procedural fairness.

Despite responding to a show-cause notice questioning potential OCI cancellation, Dougnac claims to not have received further communication from authorities. She argues that the denial of permission infringes on her freedom of speech and profession guaranteed under the Constitution. The order is said to undermine her dignity and exclude her from societal participation without justification.
