He was found dead at his Westchester home on October 3rd, which also happened to be his wife’s birthday, and his death was determined to be a suicide. Within the NYPD and the larger law enforcement community, Richter enjoyed high regard and was respected by everyone.

In the field of law enforcement, Roy T. Richter was a dedicated and significant figure who is best known for founding and leading the NYPD Captains Endowment Association (CEA). He worked for the New York Police Department (NYPD) for 33 years, eventually rising to the rank of Deputy Inspector in the Licence Division.
He did, however, become well known during his twelve years as the leader of the CEA, a group that represents hundreds of current and former NYPD commanders.
